Hong Kong is a coastal city with low terrain and is therefore vulnerable to extreme weather events.
It has experienc many climate disasters in the past few decades. Among them, strong typhoon attacks

sea levels affect public rental housing (PRH), conducts scenario analysis under different climate change
scenarios, and assesses potential economic losses. The analysis shows that asset losses due to sea level
rise could be more severe, especially in the long term. In addition, under a higher carbon emission climate scenario, the asset losses suffer by the three select public housing estates due to sea level rise will be much higher than the losses caus by typhoons.

To help Hong Kong properly adapt to climate change, the study puts forward seven major policy
recommendations: 1) Integrate data and build a geocod data platform to comprehensively carry out
climate risk analysis; 2) Revitalize and renew old buildings and infrastructure, and consider sea level
rise when selecting new buildings; 3) Pay more attention to vulnerable communities; 4) Improve climate disaster priction, early warning and the customer’s first touchpoint emergency response systems; 5) Build a climate
catastrophe insurance and reinsurance market; 6) Support early climate technology companies and
climate adaptation technology applications; 7) Do not underestimate the risks of climate transition in the process of achieving net zero emissions.
